The article describes the creation of intelligent system as a method of efficiency increasing of control systems development for complex industrial-technical systems. Shows the structure and functioning process of intelligent system for control systems development for complex industrial-technical systems, as well as the determination method of efficiency criteria for this intelligent system. The intelligent system operates on the knowledge base core and when a user (control systems developer) sets required control system parameters in special specification form it creates principal scheme of the project automatically. The basic criteria that determine the intelligent system efficiency were formulated. There are systemic relevance, user relevance, as well as the time spent on the principal schemes creation with the use of the intelligent system. In addition, in this article the provisional efficiency estimation of the intelligent system for control systems development for complex industrial-technical systems was made.
